Director of Council and Community Services

Position Overview

The Director of Council and Community Services is a key leadership role within the Groote Archipelago Regional Council, responsible for the strategic oversight and management of council services and community programs. This position plays a vital role in enhancing the quality of life for residents by ensuring effective service delivery, fostering community engagement, and promoting sustainable development initiatives across the Archipelago.

Position Description 

Title: Director of Council and Community Services

Salary:  $168,687.88 PA plus superannuation

Employment Type: Full Time

Reports To: Chief Executive Officer

Location: Darwin / Groote Eylandt

Key Responsibilities


1. Strategic Leadership

  • • Develop and implement strategic plans and policies for Council services and community programs aligned with the Council's vision and mission.
  • Provide leadership and direction to the Council's program teams, ensuring effective coordination, inclusion and collaboration across departments

2. Program Development and Management

  •  Oversee the design, implementation, and evaluation of community programs that address the needs of the Groote Archipelago residents. 
  •  Ensure programs are culturally appropriate, inclusive, and responsive to the diverse needs of the community.

3. Risk Management

  • Assist in the identification, assessment, and management of risks associated with governance and compliance activities.
  • Develop and implement risk management strategies and training programs for staff.
  • Collaborate with various departments to integrate risk management into operational processes.

4. Training and Awareness

  • Develop and deliver training sessions on governance and compliance topics for Council staff and elected officials.
  • Promote awareness of governance and compliance requirements throughout the organisation.
  • Provide ongoing support and advice to staff regarding governance and compliance issues.

5. Compliance and Governance

  • Ensure compliance with relevant legislation, policies, and standards in the delivery of Council services and programs.
  • Prepare reports and presentations for the Council and other stakeholders on program outcomes, risks, and opportunities. 

5. Team Management and Development

  • Lead, mentor, and develop a high-performing team of professionals, fostering a culture of continuous improvement, professional growth and inclusion.
  • Conduct performance evaluations and provide guidance to staff to achieve individual and team objectives.

Qualifications and Experience

  •  Bachelor’s degree in public administration, Community Development, Social Services, or a related field (master’s degree preferred).
  • Proven experience in a senior management role within local government or community services.
  • Strong knowledge of community development principles, program management, and local government operations.
  • Excellent communication, interpersonal, and leadership skills.
  • Demonstrated ability to engage with diverse communities and build strong partnerships.
  • Strong analytical and problem-solving skills, with a focus on results and accountability

Conditions of Employment

  • The Governance and Compliance Officer will work in a collaborative office environment within the Groote Archipelago Regional Council. The role may require travel to remote areas for compliance assessments and training.
