           Prepare, serve and deliver meals in line with approved menus, dietary requirements, and client

           needs, ensuring food safety, nutrition, and presentation standards are met at all times.

    &lt;/li&gt;&#xD;

           Follow the GARC Food Safety Plan, including safe food handling, storage, temperature control,

           cleaning schedules, and required documentation.

    &lt;li&gt;&#xD;

           Monitor kitchen stock levels and assist with ordering, stock rotation, and receiving goods,

The role is responsible for ensuring safe and compliant food service delivery while also contributing to client wellbeing, program activities, and flexible service delivery in line with ACDS operational needs.

            Manage the accounts payable process, including the verification, approval, and payment of invoices.

            Monthly, quarterly, annual and ad hoc debtor invoicing is processed accurately and on time to raise the required revenue for Council to achieve its set objectives.

      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
           Cross reference accounts on all documents and systems to confirm information is accurate and has been correctly settled.
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
            Ensure debts owed to Council are collected in a timely manner in accordance with Councils Sundry Debtors Debt Collection Policy.

    &lt;li&gt;&#xD;

           Develop and maintain a procedure manual.

           Internal financial controls are followed, monitored and recommendations made on improvements to controls.

          For many remote Northern Territory communities, free public Wi-Fi will soon become an important link to healthcare, study, essential services and family.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          A new funding package worth almost $12 million will help roll out community Wi-Fi across 37 remote First Nations communities in the Territory, in what shapes as a major step towards reducing digital isolation.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The Federal Government is contributing $11.6 million to the rollout, while the Northern Territory Government will add $216,866 to support delivery in 31 of the communities.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The investment will reach communities across the Barkly, Big Rivers, Central Australia, Top End and East Arnhem regions, including places such as Yuendumu, Ngukurr, Angurugu, Milingimbi, Wurrumiyanga and Gunbalanya.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Lingiari MP, Marion Scrymgour, said better internet access was essential for people living in remote areas.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          "Bringing communities up to speed with the digital age is how we can prepare them for the future."
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Federal Minister for Communications, Anika Wells, said the move would help improve digital access in parts of the country where staying connected can often be difficult.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    
         "Free Wi-Fi for some of the Northern Territory's most remote communities will mean people can more easily connect with family, see a doctor online, study, train and access services."
        &#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          NT Minister for Corporate and Digital Development, Joshua Burgoyne, said the Territory's size and remoteness had created long-running barriers to reliable connectivity.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          "The Northern Territory is a vast and unique region with many remote communities spread across large distances, creating challenges for digital connectivity," he said.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          "Access to free Wi-Fi will provide these communities with access to important online services and help reduce isolation by keeping people connected."
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

          The announcement has also been welcomed by the Australian Communications Consumer Action Network, which said internet access in remote Australia was not just a convenience issue, but also an important safety measure.

  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

          ACCAN chief executive, Carol Bennett, said reliable service was critical in communities where connection problems could have serious consequences.

  &lt;/p&gt;&#xD;

          The Groote Archipelago Regional Council extends its deepest condolences to the family, friends, and loved ones of Mr Shane Marshall following his passing.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Mr Marshall was appointed Chief Executive Officer of the Groote Archipelago Regional Council in 2024 and, during his tenure, became a valued member of the Groote Archipelago community. Through his leadership and commitment, he made a meaningful contribution to Council operations and to the broader community he served.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Mr Marshall was widely known and respected, and his passing is deeply felt across the Groote Archipelago. Council acknowledges his dedication and the positive impact he had on colleagues, community members, and stakeholders.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          On behalf of the Groote Archipelago Regional Council, our thoughts are with Mr Marshall’s family and with all those grieving during this difficult time.

          Groote Archipelago Regional Council is proud to be recognised as the newest Local Government Council in the Northern Territory to win the Circular Economy Award for Local Government at the recent Local Government Association NT AGM.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The LGANT Circular Economy Award recognises councils that show strong leadership in reducing waste, re-using resources, and creating sustainable systems within their communities. It celebrates innovative projects and initiatives that minimise environmental impact, improve resource efficiency, and support long-term sustainability across the region. This award highlights councils that are actively shifting toward cleaner, smarter, and more circular ways of operating for the benefit of their communities and the environment.
         &#xD;
    &lt;/span&gt;&#xD;

          What is a Local Authority?
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Local Authorities are the "voice" of the community and together make recommendations to Council based on the Regional Plan. A Regional Plan is a "wish list" for your area. A local authority can only make recommendations to the Council to consider at its next Ordinary Council Meeting. Community Members are paid for their involvement in the Local Authorities.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Council’s Local Authority Policy details how the three local authorities will operate (functions, membership, payments etc.). It is available on the Council’s website. Members of the local authorities must abide certain Council policies as well, such as the Code of Conduct.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;

          To become a Local Authority member the candidate needs to fill in a Local Authority Nomination Form.

    &lt;span&gt;&#xD;
      
          The nomination form can be handed directly to Council Office or e-mailed to governance@groote.nt.gov.au.

          Groote Archipelago Regional Council has formally adopted its Annual Plan and Budget for the 2025–2026 financial year at the Special Council Meeting held on Monday, 30th June 2025.
          &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The plan outlines Council’s priorities for the year ahead, including the delivery of core services, infrastructure maintenance, and ongoing support for communities across the region.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;p&gt;&#xD;

          Groote Archipelago Regional Council has released its Draft Annual Plan and Budget for 2025–2026,outlining key priorities for the coming year.
          &#xD;
      &lt;br/&gt;&#xD;
      
          The plan reflects Council’s ongoing work to deliver services, maintain local infrastructure and support community across the region.
          &#xD;
      &lt;br/&gt;&#xD;
      
          Community members are encouraged to review the draft and provide feedback before it is finalised.

           The Prospective Groote Archipelago Regional Council (GARC) Announces Inaugural CEO Appointment of Local Government Industry Stalwart, Shane Marshall.

          The Groote Archipelago Regional Council (GARC) is pleased to announce the appointment of Shane Marshall as its inaugural Chief Executive Officer (CEO). Mr. Marshall brings over 19 years of leadership experience within the local government sector, positioning him as an ideal leader to guide GARC through its formative stages.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          This appointment comes at a pivotal time as GARC embarks on the de-amalgamation process from East Arnhem Regional Council. Mr. Marshall’s deep understanding of remote local government operations on the Archipelago will be invaluable in ensuring a smooth, effective separation. His leadership will be instrumental in establishing GARC as a stand-alone council dedicated to meeting the needs of the Groote Archipelago community.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          Constituting Member Mr Michael Malouf AM expressed confidence in Mr. Marshall’s ability to lead the organisation through a period of dynamic change and development.

          Mr. Marshall’s immediate priority will be to lay the groundwork for the establishment of GARC’s newly elected Council with the first council elections scheduled to take place in March 2025. His efforts will focus on organising a robust electoral process, ensuring that the newly elected representatives are well supported in their roles to lead the region forward.

  &lt;p&gt;&#xD;

           Following the elections, Mr. Marshall will work closely with the newly formed Council to deliver on its vision for the Groote Archipelago. A significant part of this vision includes supporting the Council’s commitment to

    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Local Decision Making (LDM)
         &#xD;
    &lt;/strong&gt;&#xD;

           , empowering the Groote Archipelago communities to take control of services and programs that directly impact their lives.

          Mr. Marshall will leverage his expertise to assist the Council in implementing its LDM objectives, fostering a collaborative and community-driven approach to service delivery. This strategic focus will be essential in enabling GARC to build strong partnerships with local stakeholders, prioritise the needs of the community, and create sustainable, locally led solutions that reflect the aspirations of the Groote Archipelago residents.With Mr. Marshall at the helm, GARC is poised to set a strong foundation for its future, ensuring that the transition is not only smooth but also transformative for the region.

          Dear Stakeholders, In response to the strong community sentiment within the Groote Archipelago, Minister for Housing, Local Government and Community Development, Steve Edgington, has decided to postpone the Groote Archipelago Regional Council elections to 15 March 2025. The original structure, proposed one ward for the region. Anindilyakwa leaders and community members have expressed the need for a council structure that ensures representation from across all communities within the Groote Archipelago, so that each community has a voice in local governance. The postponement will allow for further consultation with Anindilyakwa leaders and community members to determine a fair and inclusive ward structure. Discussions will focus on how many wards should be established, their boundaries, and the number of Councillors needed to represent each ward effectively. As part of this process, NT Government supported by GARC will be visiting communities for consultations on the ward structures.
           &#xD;

          The Prospective Groote Archipelago Regional Council wishes to advise that the upcoming Local Government election scheduled for 26 October 2024 has been delayed and will now take place on 15 March 2025.  The councils Constituting Member Mr Michael Malouf AM welcomes the decision by the Northern Territory Government to further consult with the communities of the Archipelago on their preferred ward structure and establish the Council the right way.  All council and community services will continued to be delivered by East Arnhem Regional Council until after the elections in 2025.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          Constituting Member Michael Malouf AM “ We appreciate that we are well into the election process but we believe this is the correct decision in the circumstances. “It has become very clear through the election process so far that the Groote community is fully invested in the outcome of the election with over 22 candidates putting their names forward. The community is obviously excited and supportive to see the return of Local Government to Groote Archipelago communities. However there was strong feedback from all communities on Groote that they want the new Council to be established in the right way from the beginning. Further community consultations on the preferred ward structure ensures that community representation best reflects community expectations.

          The Northern Territory Government has announced an important update in the structure of local governance. Effective from 1 September 2024, the boundaries of the East Arnhem Region will be adjusted, leading to the creation of a new local government area named the Groote Archipelago Region.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Key Details:
          &#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Boundary Adjustments:
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          According to section 16(1)(j) of the Local Government Act 2019, the boundaries of the East Arnhem Region will be modified. The specific area being excised is shown on Certified Plan S(08) 8987 7704, which is available for inspection at the Office of the Surveyor-General, Darwin.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Abolishment of Anindilyakwa Ward:
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The Anindilyakwa Ward within the East Arnhem Region will be abolished as part of this change.
          &#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Constitution of Groote Archipelago Region:
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The area depicted on the Certified Plan will be constituted as a new local government area (LGA) under section 16(1)(a) of the Act, and it will be designated as a region under section 16(1)(d).
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Formation of Groote Archipelago Regional Council:
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The new LGA will be known as the Groote Archipelago Region, with the governing body named the Groote Archipelago Regional Council. This council will consist of seven elected members, as determined under section 16(1)(n) of the Act.
          &#xD;
      &lt;br/&gt;&#xD;
      
          These changes have been implemented by Hugh Crosby Heggie, Administrator of the Northern Territory, with the advice of the Executive Council.

           Establishment of the Groote Archipelago Regional Council

          East Arnhem Regional Council (EARC) was formed in 2008 as a result of NT Government’s reform of local government, and introduction of the Local Government Act 2008 (the 2008 Act). The EARC’s boundary was drawn to incorporate an area of land across the Arnhem region, as well the entire Groote Archipelago, excluding the mining towns of Nhulunbuy on the Gove Peninsula and Alyangula on Groote Eylandt, which remain unincorporated areas.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          Before the 2008 reform, three community government councils operated within the Groote Archipelago region, in the communities of Angurugu, Umbakumba and Milyakburra. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          The Groote Archipelago Local Decision Making (LDM) Agreement was signed in 2018 between the Anindilyakwa Land Council (ALC) and NT Government. The Agreement outlines priority areas which the Anindilyakwa Traditional Owners wish to have control over and take responsibility for. A priority service delivery area outlined in the LDM Agreement was the establishment of a regional local government council for the Groote Archipelago. 
          &#xD;

          Establishment of the Groote Archipelago Regional Council represents a return to local community control of local government services for Anindilyakwa and other community residents in the Groote Archipelago.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          As part of its (08) 8987 7704 Budget, the NT Government endorsed the establishment of a new council as per the Groote Archipelago LDM Agreement and approved funding in (08) 8987 7704, (08) 8987 7704 and (08) 8987 7704 for transition and establishment costs. The Local Government Implementation Plan was signed by the ALC and Northern Territory Government at Angurugu on 19 July 2023.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          These steps enable the Constituting Member of the prospective Council to undertake the work necessary to establish the Groote Archipelago Regional Council. The Constituting Member constitutes the prospective council until the prospective council becomes the regional council after the general election. A general election is currently proposed for 20 April 2024.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           The EARC will continue to operate in its current structure and provide services in the Groote Archipelago until such time as the results of the local government elections are declared. 
           &#xD;
        &lt;br/&gt;&#xD;
        &lt;br/&gt;&#xD;
        
           The current Constituting Member of the Prospective Council was appointed on 17 August 2022, but will be retiring by 31 December 2023, and a hand-over to the new Constituting Member before that date is expected. The Minister for Local Government will appoint the Constituting Member, under section 19(6) of the Local Government Act 2019 (the 2019 Act).
           &#xD;
        &lt;br/&gt;&#xD;
        
            The Constituting Member will appoint a Chief Executive Officer to manage the details of the transition of staff and assets from EARC, and to develop policies and procedures, and to assist the Constituting Member with community and stakeholder engagement.
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
      
          An Advisory Committee to the Constituting member was formed and first met at the Council office in Angurugu on 28 September 2023.
         &#xD;
    &lt;/span&gt;&#xD;

           Retirement of the Constituting Member and Minister’s appointment of the new Member.

          The Minister for Local Government has appointed Michal Malouf as the new Constituting member, effective from 13 December 2023. Michael is a resident of Victoria, but has provided consultancy services to the Anindilyakwa Land Council.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          The initial constituting member was Iain Summers, a Darwin based management and governance consultant and accountant. He was appointed by the Minister for Local Government as the Constituting Member of the Prospective Groote Archipelago Regional Council (initially named the Warnindilyakwa Regional Council) in August 2022. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Iain’s involvement with local government in the Northern Territory was through many years in the 1980s as an auditor of NT local councils, (he was the auditor of Umbakumba Community Council from 1980 to 1983), and in more recent years, as the independent Chair of many municipal and regional councils, including East Arnhem Regional Council. Iain had announced that his retirement date from the workforce would be by 31 December 2023, and so a new constituting member needed to be appointed.
          &#xD;
