Addressing the Selection Criteria

Why do I need to address the selection criteria?

At Groote Archipelago Regional Council (GARC), we assess applications against the requirements of the role. The selection criteria help us understand your knowledge, skills, experience and overall suitability for the position.

When applying for a vacancy, you are required to provide a response to each of the Key Selection Criteria outlined in the Position Description, as well as any Desirable Criteria.

Your responses help us understand how your previous experience relates to the role and enable us to assess all applications fairly and consistently.

How should I respond?

We recommend responding to each criterion separately under its own heading. This gives you the opportunity to clearly explain how your experience relates to the requirements of the role and ensures your application presents a complete picture of your skills and capabilities.

While there is no prescribed format, providing a separate response for each criterion is the recommended approach. This helps you organise your information clearly and demonstrate how your knowledge, skills and experience align with the requirements of the position.

To help you prepare a strong application, we recommend that you:

Use the criterion as a heading.
Write a separate paragraph responding to the criterion.
Provide specific examples from your employment, study, volunteer work, community involvement or other relevant experiences.
Explain what you did, how you did it and what the outcome was.
Keep your response clear, relevant and concise.

Use examples to demonstrate your experience

The strongest applications provide evidence rather than simply making statements.

For example, rather than saying:

"I have excellent communication skills."

Explain how you have demonstrated those skills:

"In my previous role as an Administration Officer, I regularly communicated with community members, contractors and internal staff. I managed enquiries by phone, email and in person, ensuring information was provided accurately and professionally. This contributed to improved customer service outcomes and positive stakeholder relationships."

Specific examples help us understand the depth of your experience and how it may apply to the position.

Transferable Skills and Experience

GARC is a unique place to work, and we recognise that not every applicant will have the exact skills, experience or industry background identified in the desirable criteria.

If you do not have direct experience, focus on the skills and experience you do have. Explain how you have applied those skills in previous roles, studies, volunteer work or community activities, and how they would assist you to perform the role you are applying for.

Many skills are transferable between different jobs, industries and life experiences. We encourage you to draw these connections for us rather than assuming they will be obvious. Your application should clearly explain how your experience relates to the position, as we can only assess the information provided in your application.

A simple structure to follow

One helpful approach is the STAR method:

Situation – Briefly describe the situation or context.

Task – Explain your responsibility or objective.

Action – Describe what you did.

Result – Explain the outcome or achievement.

You do not need to use these headings in your application, but this structure can help you provide clear and relevant examples.

Example Response

Criterion: Demonstrated ability to manage competing priorities and meet deadlines.

"In my previous role as an Executive Assistant, I was responsible for supporting three managers who regularly required urgent assistance. I developed a task-tracking system to prioritise work based on urgency and organisational requirements. I communicated regularly with stakeholders regarding timeframes and managed competing requests while maintaining accuracy. As a result, key deadlines were consistently met, and the managers were able to deliver projects and reports on schedule."

Before You Submit

Before submitting your application, make sure you have:

Addressed every key and desirable selection criterion
Used specific examples to demonstrate your experience
Written a separate response for each criterion
Checked your spelling and grammar
Included an up-to-date resume

Addressing the selection criteria is an essential part of the application process. Applications that do not address the selection criteria may be deemed incomplete and will not progress to the next stage of recruitment.

Key Responsibilities

Management Reporting and Analysis

Prepare monthly and annual financial reports and ensure compliance with internal and
external reporting standards.
Support business units with cost centre and project reporting.
Monitor and prepare management reports, including variance analysis, commentary and
business insights.

2. Budgeting and Forecasting

Facilitate the annual budget preparation, forecasting, and financial planning processes.
Coordinate the annual budgeting and periodic forecasting processes.
Collaborate with business units to prepare, review, and consolidate budgets and forecasts.
Monitor performance against budgets and forecasts and report deviations.

3. Financial Planning and Business Support

P rovide financial modelling, scenario analysis, and decision-support tools.
Participate in business case evaluations for investments, projects, and initiative s.
Assist in cost-benefit analysis, pricing strategies, and resource allocation decisions.
Provide oversight, guidance, and mentoring to the Finance te am.
Promote a collaborative and accountable finance team culture.

4. Internal Controls and Compliance

Ensure compliance with relevant financial legislation, grant requirements, policies,
procedures and reporting frameworks.
Provide technical asset accounting advice to support the development of annual and long
term capital budgets.
Record asset movements including acquisitions, depreciation, disposal, valuation, revaluation and impairment in line with Australian accounting standards, Local Government Act and Regulations, and Council policies and procedures.
Manage the entry of assets into Council’s asset register as required.
Support the annual audit process and lead the financial year-end processes.
Assist in maintaining strong internal controls and risk management processes.
System Maintenance and Internal Controls, such as overhead allocation, direct and indirect costing, general ledger allocation and date integrity checks.

5. Continuous Improvement

Assist in the identification and implementation of process improvements related to finance
procedures.
Contribute to the continuous improvement of financial systems, processes, and reporting
tools.
Identify automation and efficiency opportunities in reporting and analysis.
Assist in system upgrades, implementations, and user training.
Stay updated on changes in accounting practices and local government legislation and regulations to ensure compliance and efficiency.
Participate in training and professional development opportunities to enhance skills and knowledge in finance and procurement.

Key Selection Criteria

Tertiary qualifications in Accounting, Finance, Business Administration, or related discipline.
CPA/CA accreditation.
Demonstrated experience in a management accounting or similar senior finance role (8+ years).
Experience with contract management and audit processes.
Proven experience supervising or mentoring finance staff.
High Level of proficiency in Microsoft Office suite, particularly Advanced Excel, and accounting software (such as Xero, Tech One, MYOB, Employment Hero, Approval Max and Calxa etc).
High-level interpersonal and communication skills, with the ability to engage a wide range of staff and stakeholders effectively.
Strong analytical and problem-solving skills with attention to detail.
Ability to manage competing priorities and meet deadlines.
Strong commitment to ethical standards and continuous improvement.

Position Overview

The Finance Manager is responsible for providing accurate and timely financial and management
information to support strategic planning, performance monitoring, and operational decision-making.
Working closely with the Director Corporate and Financial Services, this role ensures effective financial
planning, budgeting, analysis, reporting, and control across the Council.

Desirable Selection Criteria

The role may require travel and overnight stays within the Groote Archipelago Region and occasional work outside standard hours to meet operational needs.
Employees must also be prepared to travel to remote communities via various means, including 4WD vehicle and light aircraft.
Employment is subject to a satisfactory Working with Children Check, National Police Clearance, and other pre-employment screening as required.

Bird flu (avian influenza) has been detected in Australia. There have been no detections in the Northern Territory

Bird flu is a highly contagious disease that mainly affects birds but can also affect some mammals. Early detection and reporting are important to help protect Australia's wildlife, animals, environment and communities.

What should you look for?

�� Wild birds

Look out for birds that:

Cannot stand, walk or fly properly
Have a droopy or puffed-up appearance
Have breathing difficulties, such as panting or sneezing
Have an unusual head or neck posture
Die suddenly, particularly where multiple birds are affected

�� Mammals, including cats

Possible signs can include:

Weakness or unusual tiredness
Difficulty walking or breathing
Seizures or tremors
Walking in circles or unusual movements
Drooling or a runny nose
Sudden illness or death

These signs do not by themselves confirm bird flu. Laboratory testing is required to confirm infection.

�� Do not touch sick or dead animals

If you find a sick or dead bird or other animal:

1. AVOID
Do not touch, approach or handle the animal. Keep children and pets away.

2. RECORD
If it is safe to do so, take a photograph or video from a distance. Record the date, time and location.

3. REPORT
Call the 24-hour Emergency Animal Disease Hotline on 1800 675 888 .

NT First Nations Community Wi-Fi

For many remote Northern Territory communities, free public Wi-Fi will soon become an important link to healthcare, study, essential services and family.

A new funding package worth almost $12 million will help roll out community Wi-Fi across 37 remote First Nations communities in the Territory, in what shapes as a major step towards reducing digital isolation.

The Federal Government is contributing $11.6 million to the rollout, while the Northern Territory Government will add $216,866 to support delivery in 31 of the communities.

The investment will reach communities across the Barkly, Big Rivers, Central Australia, Top End and East Arnhem regions, including places such as Yuendumu, Ngukurr, Angurugu, Milingimbi, Wurrumiyanga and Gunbalanya.

Lingiari MP, Marion Scrymgour, said better internet access was essential for people living in remote areas.

"Bringing communities up to speed with the digital age is how we can prepare them for the future."

Federal Minister for Communications, Anika Wells, said the move would help improve digital access in parts of the country where staying connected can often be difficult.

"Free Wi-Fi for some of the Northern Territory's most remote communities will mean people can more easily connect with family, see a doctor online, study, train and access services."

NT Minister for Corporate and Digital Development, Joshua Burgoyne, said the Territory's size and remoteness had created long-running barriers to reliable connectivity.

"The Northern Territory is a vast and unique region with many remote communities spread across large distances, creating challenges for digital connectivity," he said.

"Access to free Wi-Fi will provide these communities with access to important online services and help reduce isolation by keeping people connected."

The announcement has also been welcomed by the Australian Communications Consumer Action Network, which said internet access in remote Australia was not just a convenience issue, but also an important safety measure.

ACCAN chief executive, Carol Bennett, said reliable service was critical in communities where connection problems could have serious consequences.

"Reliable and affordable connectivity isn't a luxury, it's an essential service, and when you live in remote parts of Australia, that access is even more critical," Ms Bennett said.

"In remote parts of Australia, connectivity is often critical to engagement with education, healthcare and essential services providers, as well as - critically - a lifeline to Triple Zero.

Mr Marshall was appointed Chief Executive Officer of the Groote Archipelago Regional Council in 2024 and, during his tenure, became a valued member of the Groote Archipelago community. Mr Marshall was widely known and respected, and his passing is deeply felt across the Groote Archipelago. Council acknowledges his dedication and the positive impact he had on colleagues, community members, and stakeholders.

Community Nominations

Groote Archipelago Regional Council is now seeking community nominations for membership of the Local Authority in each of the areas of Angurugu, Umbakumba and Milyakburra.

Nominations Open – 22 August 2025
Nominations Close – 12 September 2025

The nominations will be assessed by the Council at its next Ordinary Council Meeting on 29 September 2025.

What is a Local Authority?

Local Authorities are the "voice" of the community and together make recommendations to Council based on the Regional Plan. A Regional Plan is a "wish list" for your area. A local authority can only make recommendations to the Council to consider at its next Ordinary Council Meeting. Community Members are paid for their involvement in the Local Authorities.

Council’s Local Authority Policy details how the three local authorities will operate (functions, membership, payments etc.). It is available on the Council’s website. Members of the local authorities must abide certain Council policies as well, such as the Code of Conduct.

To become a Local Authority member the candidate needs to fill in a Local Authority Nomination Form.

The nomination form can be handed directly to Council Office or e-mailed to governance@groote.nt.gov.au.

The Prospective Groote Archipelago Regional Council (GARC) Announces Inaugural CEO Appointment of Local Government Industry Stalwart, Shane Marshall.

The Groote Archipelago Regional Council (GARC) is pleased to announce the appointment of Shane Marshall as its inaugural Chief Executive Officer (CEO). Mr. Marshall brings over 19 years of leadership experience within the local government sector, positioning him as an ideal leader to guide GARC through its formative stages.

This appointment comes at a pivotal time as GARC embarks on the de-amalgamation process from East Arnhem Regional Council. Mr. Marshall’s deep understanding of remote local government operations on the Archipelago will be invaluable in ensuring a smooth, effective separation. His leadership will be instrumental in establishing GARC as a stand-alone council dedicated to meeting the needs of the Groote Archipelago community.

Mr. Marshall’s immediate priority will be to lay the groundwork for the establishment of GARC’s newly elected Council with the first council elections scheduled to take place in March 2025. His efforts will focus on organising a robust electoral process, ensuring that the newly elected representatives are well supported in their roles to lead the region forward.

Following the elections, Mr. Marshall will work closely with the newly formed Council to deliver on its vision for the Groote Archipelago. A significant part of this vision includes supporting the Council’s commitment to Local Decision Making (LDM) , empowering the Groote Archipelago communities to take control of services and programs that directly impact their lives.

Mr. Marshall will leverage his expertise to assist the Council in implementing its LDM objectives, fostering a collaborative and community-driven approach to service delivery. This strategic focus will be essential in enabling GARC to build strong partnerships with local stakeholders, prioritise the needs of the community, and create sustainable, locally led solutions that reflect the aspirations of the Groote Archipelago residents.With Mr. Marshall at the helm, GARC is poised to set a strong foundation for its future, ensuring that the transition is not only smooth but also transformative for the region.

A step toward inclusive local governance

Dear Stakeholders, In response to the strong community sentiment within the Groote Archipelago, Minister for Housing, Local Government and Community Development, Steve Edgington, has decided to postpone the Groote Archipelago Regional Council elections to 15 March 2025. The original structure, proposed one ward for the region. Anindilyakwa leaders and community members have expressed the need for a council structure that ensures representation from across all communities within the Groote Archipelago, so that each community has a voice in local governance. The postponement will allow for further consultation with Anindilyakwa leaders and community members to determine a fair and inclusive ward structure. Discussions will focus on how many wards should be established, their boundaries, and the number of Councillors needed to represent each ward effectively. As part of this process, NT Government supported by GARC will be visiting communities for consultations on the ward structures.

Groote Archipelago local government election postponed to March 2025 for further community consultation

The Prospective Groote Archipelago Regional Council wishes to advise that the upcoming Local Government election scheduled for 26 October 2024 has been delayed and will now take place on 15 March 2025. The councils Constituting Member Mr Michael Malouf AM welcomes the decision by the Northern Territory Government to further consult with the communities of the Archipelago on their preferred ward structure and establish the Council the right way. All council and community services will continued to be delivered by East Arnhem Regional Council until after the elections in 2025.

Constituting Member Michael Malouf AM “ We appreciate that we are well into the election process but we believe this is the correct decision in the circumstances. “It has become very clear through the election process so far that the Groote community is fully invested in the outcome of the election with over 22 candidates putting their names forward. The community is obviously excited and supportive to see the return of Local Government to Groote Archipelago communities. However there was strong feedback from all communities on Groote that they want the new Council to be established in the right way from the beginning. Further community consultations on the preferred ward structure ensures that community representation best reflects community expectations.

Changes in Northern Territory Local Government

Groote Archipelago Region

The Northern Territory Government has announced an important update in the structure of local governance. Effective from 1 September 2024, the boundaries of the East Arnhem Region will be adjusted, leading to the creation of a new local government area named the Groote Archipelago Region.

Key Details:

Boundary Adjustments:

According to section 16(1)(j) of the Local Government Act 2019, the boundaries of the East Arnhem Region will be modified. The specific area being excised is shown on Certified Plan S(08) 8987 7704, which is available for inspection at the Office of the Surveyor-General, Darwin.

Abolishment of Anindilyakwa Ward:

The Anindilyakwa Ward within the East Arnhem Region will be abolished as part of this change.

Constitution of Groote Archipelago Region:

The area depicted on the Certified Plan will be constituted as a new local government area (LGA) under section 16(1)(a) of the Act, and it will be designated as a region under section 16(1)(d).

Formation of Groote Archipelago Regional Council:

The new LGA will be known as the Groote Archipelago Region, with the governing body named the Groote Archipelago Regional Council. This council will consist of seven elected members, as determined under section 16(1)(n) of the Act.
These changes have been implemented by Hugh Crosby Heggie, Administrator of the Northern Territory, with the advice of the Executive Council.

The Certified Plan detailing the boundary changes can be inspected at the Office of the Surveyor-General, Level 1, Energy House, 18-20 Cavenagh Street, Darwin.

For further details on the establishment of the prospective council for the new LGA, refer to the instruments published in Gazette No. S45 of 17 August 2022, and amended by the instrument published in Gazette No. S49 of 2023.

This change aims to enhance the efficiency and representation of local governance in the region.

Establishment of the Groote Archipelago Regional Council

East Arnhem Regional Council (EARC) was formed in 2008 as a result of NT Government’s reform of local government, and introduction of the Local Government Act 2008 (the 2008 Act). The EARC’s boundary was drawn to incorporate an area of land across the Arnhem region, as well the entire Groote Archipelago, excluding the mining towns of Nhulunbuy on the Gove Peninsula and Alyangula on Groote Eylandt, which remain unincorporated areas.

Before the 2008 reform, three community government councils operated within the Groote Archipelago region, in the communities of Angurugu, Umbakumba and Milyakburra.

The Groote Archipelago Local Decision Making (LDM) Agreement was signed in 2018 between the Anindilyakwa Land Council (ALC) and NT Government. The Agreement outlines priority areas which the Anindilyakwa Traditional Owners wish to have control over and take responsibility for. A priority service delivery area outlined in the LDM Agreement was the establishment of a regional local government council for the Groote Archipelago.

Establishment of the Groote Archipelago Regional Council represents a return to local community control of local government services for Anindilyakwa and other community residents in the Groote Archipelago.

As part of its (08) 8987 7704 Budget, the NT Government endorsed the establishment of a new council as per the Groote Archipelago LDM Agreement and approved funding in (08) 8987 7704, (08) 8987 7704 and (08) 8987 7704 for transition and establishment costs. The Local Government Implementation Plan was signed by the ALC and Northern Territory Government at Angurugu on 19 July 2023.

These steps enable the Constituting Member of the prospective Council to undertake the work necessary to establish the Groote Archipelago Regional Council. The Constituting Member constitutes the prospective council until the prospective council becomes the regional council after the general election. A general election is currently proposed for 20 April 2024.

The EARC will continue to operate in its current structure and provide services in the Groote Archipelago until such time as the results of the local government elections are declared.

The current Constituting Member of the Prospective Council was appointed on 17 August 2022, but will be retiring by 31 December 2023, and a hand-over to the new Constituting Member before that date is expected. The Minister for Local Government will appoint the Constituting Member, under section 19(6) of the Local Government Act 2019 (the 2019 Act).
The Constituting Member will appoint a Chief Executive Officer to manage the details of the transition of staff and assets from EARC, and to develop policies and procedures, and to assist the Constituting Member with community and stakeholder engagement.

An Advisory Committee to the Constituting member was formed and first met at the Council office in Angurugu on 28 September 2023.

Retirement of the Constituting Member and Minister’s appointment of the new Member.

The Minister for Local Government has appointed Michal Malouf as the new Constituting member, effective from 13 December 2023. Michael is a resident of Victoria, but has provided consultancy services to the Anindilyakwa Land Council.

The initial constituting member was Iain Summers, a Darwin based management and governance consultant and accountant. He was appointed by the Minister for Local Government as the Constituting Member of the Prospective Groote Archipelago Regional Council (initially named the Warnindilyakwa Regional Council) in August 2022.

Iain’s involvement with local government in the Northern Territory was through many years in the 1980s as an auditor of NT local councils, (he was the auditor of Umbakumba Community Council from 1980 to 1983), and in more recent years, as the independent Chair of many municipal and regional councils, including East Arnhem Regional Council. Iain had announced that his retirement date from the workforce would be by 31 December 2023, and so a new constituting member needed to be appointed.
