Director of Corporate and Financial Services

Position Overview

The Director of Corporate and Financial Services is responsible for leading and managing the financial and corporate governance functions of the Groote Archipelago Regional Council. This role includes overseeing financial and HR management, strategic planning,

risk management, and ensuring compliance with all relevant legislation and regulations. The Director will work collaboratively with senior management to support the Council's strategic objectives and enhance the overall performance and sustainability of the organisation.

Position Description 

Title: Director of Corporate and Financial Services

Salary: $168,687.88 PA plus superannuation

Employment Type: Full Time

Reports To: CEO

Location: Darwin Northern Territory

Key Responsibilities


1. Financial Management

  • Oversee the preparation, implementation, and monitoring of the Council’s Annual Plan, Budget and Corporate plans.
  • Ensure accurate financial reporting and compliance with accounting standards and regulatory requirements.
  • Manage cash flow, investments, and financial forecasting to support the Council’s operational needs.
  • Manage Councils insurance arrangements, renewals and claims.

2. Corporate Governance

  • Develop and implement corporate governance policies and procedures to ensure transparency, accountability, and ethical conduct within the organisation.
  • Monitor compliance with relevant legislation, regulations, and Council policies, providing guidance and advice to management and staff.
  • Support the Council in undertaking audit and risk management practices, including identifying, assessing, and mitigating risks associated with corporate and operational activities.

3. Strategic Planning

  • Collaborate with the CEO and senior management to develop and implement theCouncil’s strategic plan, aligning financial and corporate services with organisational goals.
  • Provide financial analysis and insights to inform decision-making and support the development of strategic initiatives.
  • Lead the development of long-term financial strategies to ensure the sustainability and growth of the Council.

4. Strategic HR Management

  • Develop and implement HR strategies aligned with the council’s goals and community needs.
  • Provide strategic advice to senior leadership on workforce planning and development.
  • Ensure compliance with local government regulations and employment laws.
  • Manage succession planning and leadership development programs.
  • Develop and review HR policies and procedures in line with legislative requirements and best practices.
  • Ensure compliance with workplace health and safety (WHS), equal opportunity, and anti-discrimination laws.

5. Team Leadership and Development

  • Develop, lead and manage the Corporate and Financial Services team, ensuring effective performance management, professional development, and capacity building.
  • Foster a culture of collaboration, inclusion innovation, and continuous improvement within the team.
  • Conduct performance assessments and provide mentorship and training opportunities to enhance staff skills and capabilities.

6. Stakeholder Engagement

  • Build and maintain strong relationships with key stakeholders, including government agencies, community organisations, and financial institutions.
  • Represent the Council in meetings, forums, and discussions related to financial and corporate governance matters.
  • Engage with the community to promote understanding of the Council’s financial and corporate activities and gather feedback.

7. Reporting and Accountability

  • Prepare and present financial and corporate reports to the Council, Council Committees and Local Authorities and other stakeholders, ensuring accuracy, clarity and transparency in communications.
  • Monitor and evaluate the effectiveness of financial and corporate services, making recommendations for improvement, as necessary.
  • Ensure that all financial and corporate records are maintained accurately and securely.

Key Selection Criteria


Qualifications and Experience

  • Bachelor’s degree in finance, Accounting, Business Administration, or a related field; a master’s degree or CPA/CA certification are preferred.
  • Proven experience in senior financial management or corporate governance roles, preferably within a public sector or local government environment.
  • Strong understanding of financial and HR management principles, corporate governance practices, and relevant legislation.
  • Excellent leadership, strategic planning, and communication skills.
  • Strong analytical and problem-solving abilities.
  • Proficient in financial management software and Microsoft Office Suite.

Knowledge and Skills

  • High-level interpersonal and communication skills, with the ability to engage a wide range of staff and stakeholders effectively.

  • Understanding of and respect for Aboriginal cultures and communities, with the ability to work collaboratively in a culturally sensitive manner.

Conditions of Employment

  • The role may require travel and overnight stays within the Groote Archipelago Region and occasional work outside standard hours to meet operational needs.
  • Employment is subject to a satisfactory Working with Children Check, National Police Clearance, and other pre-employment screening as required.
