Regional Manager of Infrastructure and Assets

Position Overview

The Regional Manager of Infrastructure and Assets is responsible for overseeing the planning, development, maintenance, and management of the Groote Archipelago Regional Council’s infrastructure and asset portfolio. This includes internal community road networks, council fleet maintenance and acquisition, public reserve area assets, council staff housing,

and operational commercial buildings. The role requires a strategic and operational focus to ensure that all assets are maintained to a high standard, aligned with community needs, and comply with relevant regulations.

Position Description 

Title: Regional Manager of Infrastructure and Assets

Salary: $133,164.00 PA Plus superannuation.

Employment Type: Full Time

Reports To: Director Council and Community Services

Location: Groote Eylandt - Angurugu

Key Responsibilities


1. Infrastructure Planning and Management

  • Develop and implement strategies for the maintenance, upgrade, and expansion of internal community road networks.
  • Prepare and manage the infrastructure budget, ensuring effective allocation of resources for construction, repairs, and maintenance projects.
  • Conduct regular assessments and audits of infrastructure assets to identify needs and prioritise upgrades.

2. Fleet Management

  •  Oversee the acquisition, maintenance, and disposal of the council fleet, ensuring vehicles are maintained in optimal condition and comply with safety standards.
  • Develop and implement a fleet management strategy that maximises efficiency and reduces costs.

3. Asset Management

  • Manage public reserve area assets, ensuring they are maintained and developed in accordance with community needs and environmental regulations.
  • Oversee the management and maintenance of council staff housing and operational commercial buildings, ensuring they are safe, functional, and meet the needs of users.

4. Community Engagement

  • Collaborate with community stakeholders, including residents and local organisations, to gather feedback and input on infrastructure and asset-related issues.
  • Promote community awareness and education regarding asset management and maintenance initiatives.

5. Compliance and Reporting

  • Ensure all infrastructure and asset management practices comply with relevant legislation, regulations, and council policies.
  • Prepare and present reports to the CEO and Council on asset performance, maintenance activities, and strategic initiatives.

5. Team Leadership

  • Providing guidance, support, and development opportunities for infrastructure related staff across the operational locations.
  • Foster a culture of excellence, safety n continuous improvement and collaboration within Council departments.

Key Selection Criteria


Qualifications and Experience

  • A degree in Civil Engineering, Asset Management, Project Management, or a related field.
  • Proven experience in infrastructure and asset management, preferably within a local government context.
  • Strong understanding of road maintenance, fleet management, and asset management principles.
  • Familiarity with relevant legislation and regulations governing infrastructure and asset management.

Knowledge and Skills

  • Excellent leadership and team management skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication and interpersonal skills, with the ability to engage with diverse stakeholders.
  • Strong organisational skills with the ability to manage multiple projects and deadlines.
  • Proficient in asset management software and Microsoft Office Suite.
