ICT and Records Officer

Position Overview

The ICT and Records Officer is responsible for the provision of comprehensive Information Communications Technology (ICT) support to Council systems and applications and focussing on the effective management of the Council’s electronic Document and Records Management Systems (eDRMS).

Classification: Level 5 - $82,983.20 - $88,036.89 p.a. dependant on qualifications and experience

Key Responsibilities


1. Information Communications Technology

  • Assist with the administration of Council’s Microsoft 365 environment, SharePoint Online and Microsoft Teams.
  • Assist with the installation, configuration and operational support of enterprise level and Off-the-Shelf software, including assisting with the resolution of technical and functional software issues.
    Provide recommendations on appropriate technologies, systems and strategies to aid Council business operations and undertaking research as required. 
  • Assist all users to become efficient, compliant and effective users of IT systems by promoting Council’s systems, troubleshooting, coaching and training.
  • Develop documentation of system solutions and general user guides as required.
  • Assist in the procurement and maintenance of mobile devices and other endpoints

2. Project Management

  • Manage or assist with the installation and upgrade of technical and/or business applications projects as required.
  • Assist with the coordination of ICT related projects as required.
  • Assist with other ad hoc projects as required.
  • Provide input to the development of business cases for project funding.

3. Systems Administration, Maintenance and Operations

  • Provide support and advice for Council’s business application related enquiries.
  • Administer Microsoft 365 user accounts, manage permissions, and oversee Active Directory configurations.
  • Contribute to the selection, purchase, and maintenance of Council software.
  • Assist with the development and review of systems, including input to ICT policies, ICT processes and workflows with a focus on business improvement and efficiency.
  • Assist business units with the development of test plans, schedule and coordinate the completion of user acceptance testing.
  • Ensure all documentation is complete and up to date.
  • Assist with the preparation of change management plans, including communication plans for applicable software changes.
  • Log faults and enhancement requests with vendors and service providers; monitor responses and outcomes.
  • Serve as the primary contact for users, offering IT troubleshooting, prompt issue resolution, ensuring timely response to service issues and requests, and escalating complex issues to Council's ICT managed service provider when necessary.

4. Records Management

  • Manage end-to-end records management, ensuring compliance with statutory requirements and associated risks, including training, archival, and disposal coordination.
  • Maintain an efficient, effective, and transparent Council by creating and capturing records in all appropriate circumstances; this includes but is not limited to, meeting the requirements of the Knowledge and Information Management Policy, registering all required records including emails, preventing the use of personal recordkeeping systems and supporting adequate Records Management.
  • Ensure Records Management requirements are considered in all contracts, recruitment, and software purchases.

5. Stakeholder Engagement

  • Liaise and consult with Council employees, including executive management and contribute to the ongoing development of all employees, including ICT resources.
  • Liaise with third-party vendors, contractors, and other Government bodies, where applicable, to ensure the effectiveness of Council’s ICT systems, ICT resources and knowledge regarding emerging trends.
  • Act as a point of contact for employee inquiries related to ICT and Records Management.
  • Collaborate with department heads to ensure Record Management protocols and compliance, and effective ICT support initiatives.
  • Foster positive relationships with suppliers and contractors to facilitate efficient ICT service delivery processes.

6. Continuous Improvement

  • Assist in the identification and implementation of process improvements related to ICT and records management functions.
  • Stay updated on changes in relevant legislation and practices to ensure compliance and efficiency.
  • Participate in training and professional development opportunities to enhance skills and knowledge in ICT and software applications.

7. Reporting and Accountability

  • Provide timely ICT reports to managers as required.
  • Provide ad hoc reports upon request.
  • Fulfil additional duties as directed by the Chief Executive Officer, Director of Corporate and Financial Services or Supervisor, utilising one's existing skills, knowledge, and capabilities.

Qualifications and Experience

  • Possession of a formal qualification in Information Technology, or a related field, or a minimum of two (2) years of equivalent work experience.
  • Possession of a formal qualification in Records Management or equivalent work experience is considered desirable.
  • Demonstrated ability to identify solutions, prioritise urgent matters and implement solutions quickly.
  • Experience in dealing effectively with multiple user demands.
  • Recognise opportunities to enhance service delivery and capitalise on these through contributing to the development of improved processes, projects, and practices.
  • Excellent problem solving, conceptual and analytical skills.

Conditions of Employment

  • The role may require travel and overnight stays within the Groote Archipelago Region and occasional work outside standard hours to meet operational needs.
  • Employment is subject to a satisfactory Working with Children Check, National Police Clearance, and other pre-employment screening as required.
