Regional Council and Community Services Manager
Position Overview
The Regional Council and Community Services Manager is responsible for overseeing the planning, implementation, and delivery of essential services across the Groote Archipelago. This position plays a vital role in ensuring that the council meets the needs of the community through effective service management, strategic planning, and stakeholder engagement. The successful candidate will lead a team dedicated to improving service delivery and enhancing the quality of life for residents.

Title: Regional Council and Community Services Manager
Classification: $129,285.25 Plus Superannuation

Key Responsibilities
1. Service Management
- Develop, implement, and monitor service delivery plans for various programs, including waste management, infrastructure maintenance, community development, and public health.
- Ensure that services are delivered efficiently, effectively, and in alignment with council policies and community needs.
2. Strategic Planning
- Develop and implement project plans and provide strategic analysis on actions required to ensure business processes are effective and efficient.
- Support the delivery of Council’s strategic vision for sustainable development and community liveability.
3. Team Leadership
- Lead, mentor, and support a team of service officers and staff, fostering a positive, collaborative and inclusive work environment and encouraging professional development.
- Conduct performance reviews and plan ongoing training to staff to enhance service delivery capabilities.
4. Financial Oversight and Reporting
- Prepare and manage budgets for service areas, ensuring financial resources are allocated efficiently and effectively.
- Ensure compliance with council policies and funding requirements.
5. Stakeholder Engagement
- Facilitate active links and partnerships with community members, local organisations, and government agencies, to support organisational excellence and outcomes.
- Collaborate with department heads to ensure accurate reporting of employee hours, overtime, and leave taken.
- Support a collaborative culture with internal and external stakeholders and motivate team members by developing a dynamic working environment that promotes innovation.
6. Compliance and Quality Assurance
- Ensure compliance with relevant legislation, regulations, and council policies related to service delivery.
- Implement quality assurance processes to evaluate service effectiveness and customer satisfaction.
7. WHS & Other Duties
- Maintain a safe working environment and ensure Work Health & Safety regulations are adhered to including the responsibility of emergency management.
- Other duties as directed by Council.
Key Selection Criteria
Qualifications and Experience
- A degree in public administration, business management, or a related field is preferred.
- Significant experience in a management role within local government, community services, or a related sector.
- Strong knowledge of service delivery models and best practices in local government.
- Demonstrated ability to lead, motivate, and develop teams
Knowledge and Skills
- High-level interpersonal and communication skills, with the ability to engage a wide range of staff and stakeholders effectively.
- Proven ability to undertake multiple tasks simultaneously and effectively manage workloads to meet critical timeframes.

Conditions of Employment
- The role may require travel and overnight stays within the Groote Archipelago Region and occasional work outside standard hours to meet operational needs.
- Employment is subject to a satisfactory Working with Children Check, National Police Clearance, and other pre-employment screening as required.
