Shane Marshall

Chief Executive Officer

Shane Marshall is the inaugural Chief Executive Officer of the Groote Archipelago Regional Council, with over 19 years of senior leadership experience in the Australian local government sector. Renowned for his strategic insight and collaborative leadership, Shane plays a pivotal role in building an independent and community-led governance structure as GARC becomes Australia’s newest local government entity.


With a proven record in driving sustainable development in remote regions, Shane leads with deep respect for community voices and a commitment to long-term regional resilience. Outside of work, Shane enjoys fishing and exploring the pristine natural beauty of the Groote Archipelago.

Kayelene Rynne

Director, Corporate and Financial Services

Kayelene Rynne is a highly accomplished finance and corporate services executive with over 30 years of leadership experience across local government, not-for-profit, and public sector organisations. A Certified Practising Accountant (CPA) and AHRI Professional Member, she brings extensive expertise in strategic financial planning, corporate governance, HR, procurement, and IT systems.


Known for her collaborative leadership and commitment to community outcomes, Kayelene has led major financial reforms and system integrations that have strengthened transparency and accountability in local government. Outside of work, she enjoys time with her five children and pets, reading, and listening to music.

Wesley van Zanden

Director, Council and Community Services

Wesley van Zanden brings over 20 years of experience in environmental management, infrastructure, and local government operations. As Director of Council and Community Services at GARC, he leads the delivery of vital municipal and agency services across the region, with a focus on performance, innovation, and community empowerment.


Wesley holds postgraduate qualifications in Environmental Management and Sustainability, and has extensive experience working in cross-cultural and remote contexts, particularly in East Arnhem Land and the Groote Archipelago. Outside of council work, Wesley is completing a PhD on circular economy solutions in remote areas, further demonstrating his passion for sustainable regional development.
